RE: [wsrp] Remove section 9.3?

Section 9.3  justifies our AccessDenied fault code in section 13. For the whole chapter, I would argue that every WS spec must have a security section, even if it is largely a placeholder.

In the editorial comments Subbu sent to me, he questioned the value of maintaining section 9.3 in the spec. I recall suggesting this removal in the v1 timeframe and therefore am not the appropriate person to defend it. Anyone care to post reasons to keep this section?
