The second sentence in this section reads

"Comments regarding this type of state from Section 3.7 apply to all 
components of this structure".

This is vague, particularly since Section 3 is introductory in nature, 
and it is not obvious what those comments are.

Rich - did you have something specific in mind when you worded this?
