Based on the discussion during the interfaces call, I updated the 
document. The key change is the combined lifecycle in which the producer 
is required to return markup/data in response to pbia.

One immediate question to discuss is how would a producer know when it 
SHOULD use the pbia-optimization. For instance, if a producer is 
implemented to never to do this optimization, it needs some indication 
from the consumer that it SHOULD do the optimization for an interaction 
request submitted via XPR.

Appreciate any comments.
