While we certainly want to resolve this
prior to a vote to submit v2 to the OASIS membership, I would prefer we
continue preparing for that vote (e.g. get the 60 day public review started)
in parallel with attempting to resolve this issue. It sounds like Satish
will be required to vote "no" along the way, but that just means
more of us have to make sure we also vote.
Unless I hear objections, I will start
another ballot to that effect early next week.

This is a "hard no" based on the signing
off of the IPR. I have been instructed to vote no until this issue
gets resolved or until there is more clarity on the closure of the IPR
issue and the exact strategy around why we are moving forward w/o this
issue getting resolved.

I was wondering if it was "hard no" based on signing off IPR
or whether
there is something else that actually could be achieved
within TC members and would satisfy their administrative condition and
swing vote to yes?
It seems that non unanimous vote was not what was expected based on the
conversations that we had.
