licensing of WSS standard

Hello,

 

1) Please clarify if there are any licensing requirements to use OASIS v1.0 WS

    Security standard? if yes, where does OASIS maintain licensing requirements

    details for OASIS WSS standard?

 

2) Would creation and insertion of password token and saml assertion in

    SOAP message's OASIS security header require licensing?

    from whom?

 

3) Are there any licensing requirements for following public domain ws security toolkits:

    (a) com.verisign.messaging.WSSecurity API

    (b) Apache WSS4J

              http://sourceforge.net/softwaremap/trove_list.php?form_cat=8
