In either event, I would like to suggest that the language in that section
should be strengthened to include a normative MUST or MUST NOT so that it's
clear this is a prescriptive list, not just a descriptive list.

I guess adding the escape clause at the end that permits profile-specific
attributes renders that less significant, but I know it confused a lot of
people in the original spec when SAML was debating what to do.
