Thanks for the comments Hal and Tom.  Iíve been aligning the draft more closely to the PAS guidelines.  An update will be available shortly.

This document was actually based on another submitted to JTC 1.

Yes, Chapter 7 of this document has pretty much all the information about what needs to go into the report, although the entire document is only about 11 pages of text.

I suggest using the bullet points in section 7.2.2 as the basis for the outline of the Explanatory Report.

A great deal of is applies to OASIS generally, such as information about the organization, standards process, IPR status. The first step should be to determine if someone at OASIS has previously done one of these. If so, we should be able to copy 2/3 of it.

If not, we should make a point of as much as possible distinguishing the general OASIS parts from the WSS specific parts so as to facilitate future submissions.

The full story is told by looking at the JTC1 supplement, and its various annexes in the standing documents zip file.

The whole lot is available at: http://isotc.iso.org/livelink/livelink?func=ll&objId=9384365&objAction=browse&sort=name

In our meeting 2/23, Hal Lockhart requested links to the relevant ISO/IEC JTC 1 guide documents. Here are the directives: ISO/IEC JTC 1 Part 1 Directives. I will provide the PAS Guide with a public link prior to our next meeting.
