Yes, Chapter 7 of this document has pretty much all the information about what needs to go into the report, although the entire document is only about 11 pages of text.

 

I suggest using the bullet points in section 7.2.2 as the basis for the outline of the Explanatory Report.

 

A great deal of is applies to OASIS generally, such as information about the organization, standards process, IPR status. The first step should be to determine if someone at OASIS has previously done one of these. If so, we should be able to copy 2/3 of it.

 

If not, we should make a point of as much as possible distinguishing the general OASIS parts from the WSS specific parts so as to facilitate future submissions.
