I think this is the right approach. I am opposed to the idea of bringing in requirements from the BSP. I believe this is the sort of conformance clause the original TC would have agreed to if it had been required by OASIS at that time.

In our last meeting I agreed to work with David Turner to provide a draft conformance statement. Here is the draft for review:

 

An implementation conforms with Web Services Security 1.1.1 if it meets the requirements in Sections 2, 4, and 5 including conformance to the enabled capabilities in the two core schemas (secext and utility).

 

This covers namespaces, use of identifiers and the security header.
