Subject: [wss] text on dateTime from SAML spec as discussed at f2f
1.2.2 Time Values All SAML time values have the type dateTime, which is built in to the W3C XML Schema Datatypes specification [Schema2] and MUST be expressed in UTC form.
SAML Requestors and Responders SHOULD NOT rely on other applications supporting time resolution finer than milliseconds. Implementations MUST NOT generate time instants that specify leap seconds.
For WSS UTC is a "SHOULD", not a "MUST", which is fine. The milliseconds statement is a recommendation (SHOULD NOT). The leap seconds can be a "MUST NOT" in WSS since it is independent of the UTC format. Rob Philpott
