Nice transform, minor point:

It might clarify the discussion of the STR transform to prefix each  <Reference> as
<wsse:Reference> or <ds:Reference> to avoid potential confusion with the SignedInfo <ds:Reference>

A sentence stating that the wsse:Reference URI must either match or be a fragment corresponding to 
the ds:Reference URI might be helpful but not necessary.
