We've seen the same issues.  In our experience, upgrading WSE past the
1.0 release fixes the problem. :)

Your choice #1 and #2 seem more appropriate for WS-I.  I'm not opposed to
doing #3, but if WS-I commits to #1 or #2, than we can avoid changing
WS-Security.
