We appreciate that you can't obligate your organizations at this point, but
we do need to get an idea of intentions before we can get anything off the
ground. We're caught in a chicken-and-egg scenario here. 

In order to get a conference organizer to donate space, feature us in their
program, etc., we need to give them some idea of what we can provide, i.e.
Dee needs to "sell" this to IDEAlliance. 

Before you can get your organizations to commit to participate one way or
another, you need details of where/when/what.

Once we have an agreement from IDEAlliance, we can set our internal
deadlines for confirming participation. (Obviously, you'll need commitments
from one another to coordinate the technical details of an InterOp.) We
won't publicly release the final list of participants until right before the
conference. 

What we need to know at this point is, are we safe in telling IDEAlliance
that we can provide them with a WSS InterOp at XML 2004, at which we expect
(not guarantee) at least five TC member organizations intend to participate?
Does the OASIS WSS TC feel comfortable with that assertion?

Fair enough. As I am about to have a conversation with IDEAlliance, I was
simply trying to move the process along. 
Based on my experience, OASIS InterOps are extremely successful but in order
to make them a success, it requires a commitment by a core group. As a
member of the OASIS staff, I make every effort to support the work of our
technical committees but if this is not viewed as a worthwhile activity,
that is the decision of the TC. I just need to know who is on board one way
or the other. Then we can move towards agreeing on a scenario.

How did you get confirmation from Microsoft?

My emails suggesting the XML 2004 Conference was the better venue did not
obligate Microsoft to participate.
