ISSUE: Need a Token Type URI in SAML token profile

Token profiles define a URI for indicating the type of token being
referred (usually in section 3.1 - Token Type). In addition to Soap
Message security usage, this is useful for example, for the case where
other protocols need to indicate the type of token being used. 
The current SAML token profile doesn't define such a URI. We should
define a URI for indicating the token type for SAML 1.1 tokens to
support such usage and also for consistency amongst the token profiles
we define.
