a) References to RFC2396 [URI]

RFC2396 has been superceded by RFC 3986 in January 2005.  We should
refer to the new RFC:
http://www.ietf.org/rfc/rfc3986.txt 

2. Section 6 References

a) [SOAP12] W3C Working Draft, "SOAP Version 1.2 Part 1: Messaging
Framework", 26 June 2002.

This should be changed to:

This should be changed to:

should be changed to:

I would delete this reference since it is NEVER used in the Userame
Token spec.
