Does that estimate include doing interoperability testing?  
 
In fact how would you do interop testing if the profile is only a framework for proprietary mechanisms?

I don't think this should be a massive task.  If the activity is able to
start during October, I'd hope (though there's necessarily some
uncertainty in any schedule estimate for a standards work item) that it
would be able to converge to the level of an initial CD sometime in Q1
of 2006.
