issue 448 status

Regarding issue 448, the following two additional changes need to be  
made to the latest core [1] to match the proposed resolution:

a) line 498 needs a ) before the :

b) the line
* Global xml:id attributes on elements
needs to be added after line 503.

The other changes have all been made.
