[xacml-comment] A general comment on the conformance testcases

In the current release of testcases,
the schema location is specified using the HTTP URL like this.
xsi:schemaLocation="urn:oasis:names:tc:xacml:1.0:context
http://www.oasis-open.org/tc/xacml/1.0/cs-xacml-schema-context-01.xsd";

As a result, when there is no network connection availabe the schema
validation fails.

So I'd recommend to change the test cases so that:
1) The zip file (ConformanceTests.zip) contains the two schema files.
2) The schema location is specified using just a file name like this.
xsi:schemaLocation="urn:oasis:names:tc:xacml:1.0:context
cs-xacml-schema-context-01.xsd"
