string-regexp-match function ids

The name confusion has been recognized and documented (issue 82 on
http://wiki.oasis-open.org/xacml/IssuesList), but 2.0 errata shows no
resolution.  As the 2.0 spec stands, we have only:

"urn:oasis:names:tc:xacml:1.0:function:string-regexp-match"

From the 1.1 spec we have:

"urn:oasis:names:tc:xacml:1.0:function:regexp-string-match"

For 2.0 to be backward compatible it should include the 1.1 urn.  For it
to make sense going forward it should add:

"urn:oasis:names:tc:xacml:2.0:function:string-regexp-match"

and deprecate both 1.0 urns.
