Same goes for this statement in A.3.2:

"However, the "add" functions MAY take more than two arguments."

When an implementation chooses that its "add" functions only accept two 
arguments, is it still conforming?

You SHOULD reword the statement as: "However, the "add" functions SHALL 
accept any number of arguments, including zero." (Why artificially 
restrict the "add" function to two or more arguments? By the way, why 
doesn't "multiply" take multiple arguments, too?)
