I think the wording in the core spec is based on the culture of
representing a sequence as a linked list, where there is a head and
a tail in the form of a recursive structure (if you ever programmed
in lisp, then you know what I mean). I guess in the XML schema
context it is confusing because there is a construct called sequence
in the schema language.
If you want to be clear, you could change the wording to say that
status codes may be nested.
