here is a snippet from a discussion that tim moses and i were having.
wanted to get it onto the list for discussion:

in the glossary discussions it *seems* that the term 'target' is being
used as a noun. if so, then we have the following [reasonable] choices
to select from:

target
a : a mark to shoot at 
b : a target marked by shots fired at it 
c : something or someone fired at or marked for attack 
d : a goal to be achieved 

i think that 'd:' is clearly the definition that is most applicable
here. assuming this is the case, how does a rule become a 'goal to be
achieved'? the requester doesn't see the rule in it's universe -- that
is an artifact of determining access -- not a goal in that frame of
reference. if we move the frame of reference to the PEP, only the policy
decision, requester and requested resource are included. from the point
of the PDP rules, requester, requested resource all are involved,
however the goal is successful determination of policy decision. make
sense?
