[xacml] Java access control mechanisms white paper

Colleagues,

Just in case anyone needs or wants a better understanding of the
Java access control mechanisms, I am attaching a white paper
(PDF) that I wrote last fall in consultation with the J2SE
security team.  It includes the new J2SE 1.4 features.

I think Sekhar will be referring to this white paper in some of
his proposals for ways to address various Java policy issues in
XACML.
