With daylight saving time, the time slot 4.00-6.00 EST will become 11.00pm -
1.00 AM in Italy, not the best of times for  discussing fine points on XML
schema syntax :-). Also, I recall that one of the main reasons for choosing
this time slot for the Model subcommittee was making participation
convenient for Michiharu. So I strongly support his request for a change.
I propose that we use the next concall this Monday (which I assume is
confirmed in the usual time slot, regardless of being holiday in Europe)  to
shortly manage the transition between Model and Schema subcommittees. Namely
I propose to:

1. organize the work of the Schema subcommittee.
2.  vote on the proposed change of time and decide the final time slot for
the Schema subcommittee.

The rationale for item 1 is that we should choose if in this new phase we
want to follow the same organizational guidelines of the Model subcommittee
or find new ones. My personal opinion is that a Schema subcommittee will
require less general discussions and more off-line work, that could be done
by small task forces composed of two or three people communicating via
e-mail.  Each task force would probably focus on a specific part of the
Schema.
The Schema model subcommittee could then be the forum where;
a. task forces are formed according to the members interests and
availability
b. the results of the work of such task forces are presented and discussed
c. their proposed amendments to the Schema are incorporated in the Working
Draft.

The result of the Schema subcommittee work should be a Final Working Draft
to be approved by the whole XACML group.

I would like to join the Schema subcommittee, too. but I have a little
concern about the time frame for conference call of the Schema
subcommittee. Since Daylight Saving Time starts from April 7 in U.S., and
from March 31 in Europe (http://webexhibits.org/daylightsaving/b.html). So
the current time frame 4:00 p.m. - 6:00 p.m. EST is 5:00 am -7:00 am in
Japan time. Since it is very hard for me to attend the call in that early
morning, I would be very happy if the time frame was changed to the one
used for the usual TC conference call, 10:00-12:00 AM (US Eastern time).

Hello all,

Sometime after the inception of the XACML TC, the Policy Model (PM)
subcommittee was formed. Its task was to "define a framework for the
specification and evaluation of access control rules" in such a way that
the framework is "flexible and expressive enough to support different
access control policies that may need to be applied (and have been proposed
or are used in different real-world scenarios)".

After 6 months of hard work, and especially following a very productive
face-to-face meeting earlier this month, I am pleased to announce that this
subcommittee has completed the goal stated above. Discussion with various
members of the subcommittee, including the chair (Pierangela Samarati, U.
Milan), confirms that there is now consensus on all substantive aspects of
the model. Model issues may occasionally arise and need resolution as the
TC continues its journey toward the final XACML 1.0 specification, but at
this time the PM work is considered to be complete.

This is a major milestone since some of the differences in understanding
and terminology among the subcommittee members seemed, at times, to be
almost insurmountable. Congratulations to all involved, and many thanks to
Pierangela for her efforts in guiding this work to a successful conclusion!

The next step is to turn the agreed-upon model into syntax: an XML schema
that is implementable and interoperable. Significant achievements have
been made in this direction already (see the XACML v0.11 specification),
but many details remain to be worked out. A Schema subcommittee, effective
immediately, will "take the baton" from the PM subcommittee and complete
the detailed syntax work. Ernesto Damiani (U. Milan) has graciously
offered to chair this new subcommittee, lending his XML expertise to this
task.

Unless conditions change, the Schema subcommittee will use the time slot
previously allocated to the PM subcommittee for its meetings (that is,
weekly teleconferences on Mondays, from 4:00 p.m. - 6:00 p.m. EST). All TC
members with an interest in XML schema discussions are encouraged to become
active participants in this subcommittee.

Thanks again to the Policy Model subcommittee for its achievements, and we
look forward to similar great things from the Schema subcommittee!
