RE: [xacml] Revised specification - added matching functions

I may have gotten the columns mixed up. Sorry. I obviously mean
"integer_to_decimal" takes an xs:integer and returns an xs:decimal,
and "decimal_to_integer" takes an xs:decimal and returns an xs:integer.
