Re: [xacml] x500Name and rfc822Name

I think we created those.  If any other group has defined them,
it would be great, but for now, the namespace is "xacml".

By the way, I'm close to having the rfc822Name-match and
x500Name-match function definitions ready.  I have started a
whole thread on the pkix list, because I found that the PKIX spec
was not consistent with the RFC822 spec :-)
