[xacml] xacml-comment mailing list

A member of my team is trying to send us some comments, but is
finding it difficult to do.  Here are some suggestions to make
comments easier to send.

1. Michiharu: update the TC Web Page "Mailing Lists" section so
   that the same information is provided for the "xacml-comment"
   list as is provided for the "xacml" list.
   o link for subscribing to xacml-comment
   o link to xacml-comment archives

2. Many people who want to send us comments may not want to have
   to read all our e-mail.  Is is really necessary to have people
   "subscribe" to "xacml-comment" in order to post to it?
