In 5.4 Element <CategorizedSubjectAttributeIsPresent>, just
before schema fragment:

  "The <CategorizedSubjectAttributeIsPresent> MAY be passed to
   the <Apply> element as an argument."

Can it be used in a <Target><Subjects><Subject> element?  Can we
state the answer here explicitly?
