Hi Anne,
I agree; anything intended to be an official comment on the spec, or an official change request to the spec, should show up on the xacml-comment list. Ultimately, when we submit to OASIS, we will need to include a pointer to the archives of this list along with a disposition of each of the comments.

Some of you have been sending various editorial change requests
to this list. It seems to me that ANY changes we make to the
Specification at this point should be requested on xacml-comment
so that they go through the same process and review as
externally-requested changes.
The TC list can be used to discuss comments that have been
submitted, or to discuss "should I submit this as a comment", but
it doesn't seem right for us to be deciding to make changes
"inside" the TC.
Comments? Differing viewpoints? Dictates from on high?
