My concern is that its been developed in a public standards body work group where there were concerns over RF, so has this been declared RF or does it carry same terms as XACML 1.0 ? The authors and contributors have none, and none have been disclosed, and it has been developed in a public standards body where potential claimants should have been put on notice. Therefore, I see no reason why it would not be royalty free. Are you aware of any rights pertaining to this specification? If so, please let us know. Anne -- Anne H.
