more context for SAML query on XACML DataType

Eve has added more context to the request from the SAML group:

  Scott (in particular) was concerned that having type systems in
  XSD vs. URIs would clash or be subject to ambiguity, so that if
  we adopted Rebecca's solution of adding URI-based type
  information to SAML's Attribute element while retaining
  AttributeValue's xsi:type-friendly way of indicating type, we
  could get into trouble.
