I think that section 7.8 (at least in draft 12) covers this: "The condition value SHALL be 'True' if the <Condition> element is absent, or if it evaluates to 'True'." So, there is always a defined value for the Condition, even if it is absent from the Rule. Are you looking for something more? seth
