Subject: Proposal relating to OASIS IPR Policy
As Hal pointed out in our TC Meeting today, one of the major changes in the proposed new OASIS IPR policy is that "Individual Members" will no longer be allowed. The XACML TC has benefited from the contributions of Individual Members in the past, and may want to object to this aspect of the new IPR Policy. The legitimate concern on the part of OASIS is that an "Individual Member" who is an employee of an organization may not own IPR that the person contributes through participation in a TC. This concern could be handled by requiring an Individual Member's employer to agree to the same terms that the organization would agree to as an organizational member for its employee's participation. This would allow wider participation in OASIS from individuals whose organizations are unwilling to fork out the Organizational Member fee, but whose organizations are willing to agree to the standard OASIS IPR terms. The organization would not have a vote, which is what is gained by paying the Organizational Member fee. -- Anne H.
