That's an important point.   I think we should explicitly state that if
the XPath expression raises a static (parsing or other) or dynamic
error, in accordance to the XPath spec, then its value is
Interderminate, for the purpose of the XACML evaluation.  There also may
be an implementation dependent way to communicate that error back to the
client, but that is outside of the XACML spec.
