CD-1 issue #24: usefulness of multiple <Attributes> elements

The commenter doesn't see the need for multiple <Attributes> elements 
since there is already the XML based multiple resource functionality.

I don't agree. Not everybody is using XML resources and the multiple 
<Attributes> elements function can be used to check multiple subjects 
against the resources.

I propose that we make no changes.
