-----Original Message-----'Previous Version' should be the previous published and approved version. In the case of a new major version, the Technical Committee starts from scratch. For instance, if this spec is v3.0, and the most recent previously approved/published doc is v2.0, then 'Previous Version' would be N/A. However, in Related Work the TC should list v2.0.
