There are two separate parameters.

RSVP is an option to have members RSVP. I don't think we want to expect people to do this, but I see no particular reason to turn it off.

Counts towards voter eligibility is extremely important. It changes the reports the chairs and secretaries see about attendance. Even more importantly, it affects who gets to vote on any ballots.
