Hi Ray,

A couple of comments:

- The references to OASIS specs are not formatted correctly. TC admin will complain about this eventually when it voted up, so you may want to fix it now to avoid delays.

- Signed XACML has a wrapping SAML assertion, thus the magic numbers and namespaces are different in that case. This should be indicated in the relevant sections. Now they list only the XACML namespaces/elements.
