Wiki page on resource attributes

Per Hal's suggestion during this week's TC call I've generated a Wiki page with a starter set of issues and references relating to various aspects of protected resource metadata tags, aka resource attributes aka data tags. Contributions warmly solicited, of course. 

Also, note that Chet Ensign helpfully added a link to the XACML TC Wiki Front Page from the XACML TC Workspace Group Home page, so our Wiki is easier to find.
