Document Description:
This is an alternative proposal based on NOT using BASE64.  The previous proposal has had all text accepted, and then changes (almost all deletions) applied to produce this simpler proposal.  A discussion of the advantages and disadvantages of one over the other has been mailed separately to the XCBF mailing list.
