Per a suggestion from Bill Barnhill, the key change in the V16 schema was
to replace all the "Absolute*" elements with a single boolean attribute on
the Resource element called "abs" that indicates if it is absolute. This
will typically be set on the root element of the XDI document and be absent
otherwise.

This reduces what was already a simple schema to the five essential
elements: resource, xri, ref, link, and data (note that in V16 I made them
all lowercase to be consistent with XRI normalization, even though as XML
element names they are not technically XRIs).

I encourage TC members to experiment with this schema in creating examples
of authority/type/instance triples in advance of restarting regular TC
telecons in September.
