New ballot "IPR Mode Transition Request"

XDI TC Voting Members:

About the following ballot: this is the same ballot that many of you just
voted for on the XRI TC. It is the ballot required to undergo an IPR mode
transition as required by the OASIS IPR policy adopted in 2005. For more
information, please see the explanation I posted in answers to questions

Since we have the same royalty-free requirement in the current XDI TC
charter, we have the same requirement to adopt the RF/Limited IPR mode.

Given the upcoming holidays, PLEASE VOTE ON THIS MEASURE AS SOON AS
POSSIBLE. We have 13 voting members, and we MUST have a quorum vote on this
issue in order for it to pass and us to proceed to the official transition
vote.
