"Primary" meaning the conceptual model and data model are graphs. Statements are just a temporary method of serializing graphs for transmission.

I think the statement in the spec is a correct description of the XDI model and how XDI2 works. If you want to continue pursue this as an issue with XDI design itself rather than the spec, we can keep this open.
