The issue of "what's the context for this string" is a very
important issue.

It is a separate issue from how non-well-formed-XML is handled
so I've changed the title of this thread.

I suspect that the XLIFF spec tries to address this with the
<note> tag.

An alternate I see it being done is to produce a document
describing what the items are. This seems like a high effort
method.
