XLIFF appears designed for bi-lingual translation activities.
XLIFF schemas have poor support for multi-lingual translations.

1.2 <trans-unit>.<alt-trans> element can be used to affect the
  translation into more than one language or dialect.

2.0 <unit>.<segment> only supports one target, and
  therefore one language or dialect translation unless
  multiple segments can be used to affect such multiple
  language and dialect translation.  Having multiple
  segments has its own perils.

For consistency, it appears that <group> or <file> can be
used to provide for localization activities, but this
requires much duplication of XML fragment content.

It may be worth looking at having multiple <target> elements
in a <segment>, each holding a separate linguistic translation
to easily handle dialects.
