Rodolfo, it says "if and only if", meaning having both is illegalÂÂ
The core schematron rules do highlight this as invalid, I tested recently in oXygen 21
Of course xsd cannot catch a co-occurrence constraint

Having both attributes is not forbidden in the specification. It is even valid according to the core schema.

Perhaps the specification needs to be modified to make having both attributes present at the same time an invalid case.
