In our spec. we have locQualityIssues defined as an array of locQualityIssue. However, if a Unit contains more than one segment it is conceivable that we will want to have standoff markup (i.e. more than one array of locQualityIssues),
one for each segment within the Unit. Otherwise you cannot tell which issues belong to which segment.
