this is a resource compiler/decompiler. Both formats are equivalant, but .resx is human readable.  .resources are part of the binary. This tool will not help extract text only. But for resx files interestingly enough all data elements are good candiates which do not have a type attribute. Expections are are data elements with names starting with >> like Name, Type, Parent, ZOrder. These elements are used to store structural information only.

Here's a link to MS's RESGEN tool - the webpage states that it's a tool for generating text files from RESX and .RESOURCES files,  and converting them back.  However,  it's not clear yet to me if this could be useful for extracting ONLY string resources from these files,  and then putting the translated content back into the res file.  I'll need to have a deeper look into this later.
