I share your interpretation of the minutes from the last TC (ie. 'the main
TC should decide'). The ambiguity from my point of view is the phrase
'case by case basis'. My understanding was that our subcommittee
should send out a document that contains all of the enumeration-type
attribute values, and that the main TC should decide for every attribute,
whose list of values currently consists of 'recommendations' should be
 
a) closed
b) a mixture of 'legal/recommanded' values and user-defined values
c) completely user-defined

Bye the way, on re-reading the minutes from the last TC meeting, the following is how the issue of suggesting lists to the main group was minuted on the 19th Feb.  It is ambiguous, and I wasn't there to recall, but I read the 'whole group' here as the main TC group, am I wrong?  This is not what we decided today. 

"The issue of whether recommended lists should be open or close was raised.
It was decided this should be decided on a case by case basis by the whole
group. Eric will provide a list of these for discussion."
