XLIFF 1.1 Specification Working Draft 14 - RC 5

All:

I wasn't able to make use of Yves' spec generation tools after all (I 
may be missing an XSLT), so I manually edited the Schema and Spec.

The schema validated via 
http://apps.gotdotnet.com/xmltools/xsdvalidator/Default.aspx - but 
please give it a good work-out.

Unless I receive feedback to the contrary,  I will put on next week's 
meeting an agenda item to vote for the spec as 1.1 committee 
specification.

In the schema:
-Added to "restype" attribute values:  usercontrol and versioninfo
-Redefined "state" attribute values:  new,

In the specification:
-Manually revised spec to reflect attribute values as changed in schema:
-Added language to section 2.0 - General Structure - with Doug / John's 
bilingual content recommendation.
-Integrated Johns Reid's editorial comments,  including a rewrite / 
additional prose in section 2.4 on Inline Elements.
