Minor change for the specs.

Hi,

Working on XML Namespaces I found that W3C updated its specifications recently. 

Section E (References), contains a link to http://www.w3.org/TR/REC-xml-names/  and defines it as "Namespaces in XML. W3C (World Wide Web Consortium), Jan 1999." 

At this moment the page referenced in Section E is dated August 16, 2006 . The date mentioned in the final XLIFF specs should be updated.
